With a budget of 488 Mio ECU for the period 1992-1994, HCM covers 9.1 % of the total contribution allocated to Community R&D. The programme, which evolved from STIMULATION (60 Mio ECU), SCIENCE (167 Mio ECU), and the Large Installations Plan (30 Mio ECU), was adopted by Council on March 16,1992. Objectives and structure of HCM The central objective of the programme is to increase the quantity and quality of human resources available for research and technological development which will be needed by the Member States in the coming years.
